Protect animals from the lack of responsible pet ownership
Protect human health from the dangers, nuisances, or diseases from animals
Work with non-profit organizations which find new homes for adoptable dogs and cats

For normal service, call Animal Control Monday through Friday between the hours 7:00am and 3:30pm. Emergency calls involving aggressive dogs, life threatening situations or bites, call the Plaquemines Parish Sheriff’s Office at (504) 564-2525 or call 911.

1st time fee for release of dog or cat - $25
2nd time fee of impoundment for release of dog or cat - $50
3rd time fee of impoundment for release of dog or cat - $100
Per day fee for boarding your pet - $15
* You must have your dog or cat vaccinated before your pet is released back to you.

Plaquemines Parish Community Action Agency is a public agency established by council resolution in October 1982. The Plaquemines Parish Commission Council designated itself to serve as the official provider of services to the low income, economically disadvantaged elderly and disabled residents of Plaquemines Parish. The targeted group has been provided with services such as: USDA Commodities, Energy Assistance, Emergency Food & Shelter Programs Utility, Rent & Mortgage Assistance, Emergency Assistance to Fire Victims, Public Transportation, and Emergency Food Boxes.
Programs
Emergency Assistance
This program is funded by Plaquemines Parish Government, Community Food & Nutrition and the Emergency Food & Shelter Program. Financial assistance is given to families and individuals in immediate, temporary, and emergency situations. Services include providing financial assistance for food and clothing vouchers to fire victims, rent, mortgage or utility payments, disabled ramps and food boxes.
USDA Commodities
Commodities are distributed quarterly to low-income residents under guidelines established by the Department of Agriculture. Commodities provide a well-balanced meal to low-income families.
Low Income Energy Assistance
This program assists low-income households in meeting the burden of high home heating and cooling expenses by making portion of a payment to energy companies. Households can be assisted yearly.
Public Transportation Program Transportation is provided daily on both east and west banks of the river. All calls for transportation must be made 24 hours in advance.

The Ambulance Department provides emergency medical response in six Ambulance Service Districts, those districts are: Belle Chasse, Braithwaite, Port Sulphur, Buras, Pointe-ala-Hache and Boothville/Venice. Construction has begun on the permanent buildings that will house Fire/EMS Stations in Pointe-ala-Hache and Port Sulphur. Estimated completion date is 2009.

Plaquemines Parish Health Department offers assistance in the areas of Enviornmental Health, Community Health and Rodent Control. The following immunizations are available at the Health Department: Polio, Mumps, Measles, Chickenpox, Whooping Cough, Bacterial Meningitis, Pneumococcal, Rotavirus, Diphtheria, Lock Jaw, Varicella, Hepatitis, Influenza, Rubella, and HPV. Also, with the addition of the Code Enforcement Department the Health Department is able to assist in the abatement of blighted properties.

Procedures for Building Permit
Permit application requirements
1. Plaquemines Parish Building Application
- Both pages must be completely filled out
- Print and sign name on both pages at bottom right –hand corner
2. Two complete sets of detailed plans for applicable projects
- Plans are required to be stamped and signed by Architect / Engineer
- Plans are required to comply with the 2006 IRC/IBC codes
- Plans are required to display wind exposure zone
- All plans are required to indicate that the building is designed to withstand 140 mph winds
- Plans shall indicate that either tempered glass windows, workable shutters or labeled plywood cut-outs will be used
- A site plan no larger than 8-1/2 x 14 is required
3. Copy of cash sale (If property has been purchased within the past year) and current survey with servitude(s) are required
4. Copy of elevation certificate
- Required – Plaquemines Parish line south to Walker Road & outside levee areas
- Some other areas may also apply
5. Address of site must be visible from road.
6. Owner acting as builder will be required to sign and notarize an affidavit provided by the permit office.
7. Permit fees are paid by cash, check or money order.
Permit processing includes:
1. Permit application is entered into database.
2. Plans are reviewed by plans examiner
3. If job site has sewer treatment plant, permit will be sent to Health Dept. for review.
4. Building Official signs permit for approval after:
- Plans approved by plans examiner
- If necessary, approval from Health Dept. and/or Council
5. Once permit is signed by the Building Official, a verbal approval can be given to start work and you will be notified to pick up your permit and approved set of plans.
6. Building permit placard should be displayed in a dry place (Out of weather)
7. Please keep one set of approved plans on job site.
8. Subcontractors must file their own permits.

5. A verbal can/will be given to start the work. At least 24 hour notice must be given before equipment is moved on the job site and notification of completion is required.
6. Once the resolution is received, a copy of the permit will be mailed or picked up, if specified.
7. You must post your placard and keep it away from moisture

Belle Chasse Ferry
1. West Bank
The West Bank Belle Chasse Ferry departs at the top and bottom of every hour beginning at 5:00 a.m., with the last ferry departing at midnight.
2. East Bank
The East Bank Belle Chasse Ferry departs at 15 and 45 minutes after every hour beginning at 5:15 a.m., with the last ferry departing at 12:15 a.m.
Point ala Hache Ferry
1. East Bank
The East Bank Pointe ala Hache Ferry departs at the top of every hour beginning at 6:00 a.m., with the last ferry departing at 10:00 a.m. One additional departure occurs at 6:30 a.m. every morning.
2. West Bank
The West Bank Pointe ala Hache Ferry departs at 6:15 a.m. and again at 6:45 a.m. After that, departures are at the bottom of every hour beginning at 7:30 a.m., with the last ferry departing at 10:30 p.m.
*TWO FERRIES ARE IN OPERATION MONDAY THROUGH FRIDAY FROM:

Exemption Stickers
1. Red Stickers (valid seven days a week at any time) are available to:
- Individuals over 65 years of age with private vehicle (must provide valid driver’s license and auto registration. One per individual).
- Volunteer Fire Department member in private vehicle (active members listed by each fire department)
- Emergency (ambulance and fire) vehicles
- Plaquemines Parish Council and School Board Members
- Handicapped individuals with handicapped parking sticker or license plate as well as Mobility Impaired ID card – one sticker per individual
2. Yellow Stickers (valid only from 5:45 am to 9:00 am and 2:00 pm to 7:00 pm, Monday through Friday) are available to:
- PPG employees that reside on the eastbank and work on the westbank and vice-versa (PPG employees who reside and work on the same side of the river are NOT eligible for yellow sticker)
- Teachers working in Plaquemines Parish public or private schools that reside on the eastbank and work on the westbank and vice-versa (Teachers who reside and work on the same side of the river are NOT eligible for yellow sticker)
- Students (elementary, high school or college) with proper identification that reside on the eastbank and attend school in Plaquemines Parish on the westbank and vice-versa (Students who reside and attend school on the same side are NOT eligible for yellow sticker)
- Employees of the Sheriff’s Department, Judge’s Office, Clerk of Court and District Attorney’s Office (with valid driver’s license or any other ID verifying employment) that reside on the eastbank and work on the westbank and vice-versa (Employees of these offices who reside and work on the same side of the river are NOT eligible for yellow stickers).

Health Information:
HIV Testing
HIV stands for human immunodeficiency virus. This is the virus that causes AIDS. HIV is different from most other viruses because it attacks the immune system. The immune system gives out bodies the ability to fight infections. HIV finds and destroys a type of white blood cell that the immune system must have to fight disease.
The EIA (Enzyme Immunoassay) is a commonly used HIV screening test. We can perform it quickly and easily on blood. A positive EIA is confirmed with a Western blot test. It takes approximately 2 weeks to receive your test results.
If you are tested anonymously, no one will ask your name. You are the only one who can tell anyone else your results.
If you are tested confidentially, your name is recorded with your test results. Your record will not be shared with anyone who does not legally have access to your medical records unless you give written permission. Results of positive tests are reported to the Louisiana Office of Public Health.
Condom Distribution Site
Plaquemines Parish Health Department is a free distribution site for condoms. Literature and counseling is available by request. Please ask to speak to a nurse.
Immunization Program
Plaquemines Parish Health Department offers immunizations for the following diseases: Polio, Mumps, Measles, Chickenpox, Whooping Cough, Bacterial Meningitis, Pneumococcal, Rotavirus, Diphtheria, Lock Jaw, Varicella, Hepatitis, Influenza, Rubella, and HPV.
Immunizations are offered thru The Vaccines for Children Program. Requirements to receive vaccines thru the Health Department are:
Children through 18 years of age that meet at least one of the following criteria. Underinsured, uninsured, Medicaid eligible, American Indian or Alaskan Native.
Adults attending schools of higher learning.
Flu Shots for eligible participants.
Immunizations needed at times of disasters (such as Hurricanes)
For your convenience, Plaquemines Parish Health department participates in LINKS (Louisiana Immunization Network for Kids Statewide.) LINKS is a confidential computer system that helps you and your doctor keep track of your child’s immunization history.

Pregnancy Testing
A urine sample will be tested for HCG (a hormone present in a pregnant women’s urine). A nurse will notify you of the test results as soon as possible. She will talk to you about the results of the pregnancy test and the options open to you. You may want to see a nurse alone or include others who are with you today.
It is important for you to know that the nurse will not make decisions for you or tell you what to do. We will advise you of programs available to you, and try to help you in any way we can.
Tuberculosis Program
Ensuring successful treatment of Tuberculosis is an essential public health responsibility carried out daily by TB control programs in health departments throughout this country such as Plaquemines Parish Health Department. Tuberculosis (TB) is a disease that usually affects the lungs. TB sometimes can affect other parts of the body, such as the brain, the kidneys, or the spine. TB disease can be fatal if untreated.
Tuberculosis is transmitted through the air by individuals with contagious TB who are in close contact with others. It is spread when a person with TB disease of the lungs or throat coughs, laughs, sings or sneezes. In 2005 Louisiana was ranked 8th in the nation for case rates (new cases per 100,000 population). Tuberculosis is a preventable and curable disease.
The recognized method for controlling the spread of Tuberculosis is directly observed therapy (DOT) where a health care provider observes the patient take every dose of medication. DOT is the standard of care in Louisiana, and is followed by the Plaquemines Parish Health Department.
TB SKIN TEST
You can be tested for TB at Plaquemines Parish Health Department if:
You have spent time with a person known to have active TB disease or suspected to have active TB disease.
You think you might have active TB disease.
You are from a country where active TB is very common.
Your Doctor has ordered a TB skin test.
After you receive the results of your TB skin test you can elect to receive follow-up care if needed from your primary care physician or the Health Department. All services are free from the Health Department such as doctor referral, blood work, chest X-rays, medications, etc. If you elect to seek care from your PCP your medications can be provided free.
